The World Economic Forum, committed to improving the state of the world, is the International Organization for Public-Private Cooperation.
The Forum engages the foremost political, business and other leaders of society to shape global, regional and industry agendas.
The Global Alliance for Trade Facilitation designs and delivers public-private partnership projects to facilitate trade in developing countries. The Alliance is a donor-funded programme, and as it grows, the Forum is seeking to strengthen its team with a key individual who will manage its M&E unit. The successful candidate will ensure that the Alliance is achieving its objectives of delivering real impact. The M&E Lead will report to the Head of Global Coordination for the Global Alliance for Trade Facilitation and will work under the overall supervision of the Director of the Global Alliance.
Duties and responsibilities
  • Manage the M&E activities of the Global Alliance for Trade Facilitation, from coordination of top-level steering to project design and implementation
  • Ensure harmonization between project-level and global-level monitoring obligations, and coordinate quarterly reporting on results
  • Ensure quality within Global Alliance processes and outcomes
  • Distil lessons learned from M&E results, fostering internal and external knowledge sharing and organizational learning
  • Offer advice to project managers related to setting up and implementing project M&E systems
  • Review project proposals to ensure M&E alignment with Alliance objectives  Help set challenging but achievable trade facilitation project objectives and targets
Management and coordination
  • Structure and coordinate the implementation of the Alliance’s global M&E processes
  • Prepare annual M&E work plans and budgets, and contribute to other key documents as needed
  • Manage data collection processes to ensure proper reporting on output, outcome and impact indicators specified in project logframes
  • Structure and maintain a register with information required for results monitoring
  • Coordinate with M&E counterparts in the Alliance’s project implementing organizations (CIPE, GIZ) to ensure effective implementation and common M&E quality standards
  • Prepare and commission external evaluations
Quality assurance
  • Ensure adherence of the Alliance’s M&E system to donors’ quality standards
  • Review logframes to ensure indicators match global reporting requirements and project plans
  • Enforce common quality standards across Alliance projects
Technical support (demand-based)
  • Advise project managers in setting up M&E frameworks (theory of change, logframes, etc.)
  • Assist in the design and application of M&E tools (sampling methods, survey design, etc.)
  • Advise the Alliance management team on adjustments to project logframes
  • Organize and conduct M&E training for Alliance staff
  • Distil lessons learned based on monitoring information and evaluation reports
  • Feed lessons learned into management discussions
  • Disseminate lessons learned for knowledge sharing and organizational learning in the Alliance
  • Prepare inputs for quarterly and annual reports reflecting the Alliance’s progress and results
Goal setting
  • Understand country and business community trade reform needs sufficiently to advise on target setting and review
Qualifications and skills
  • Master’s degree, preferably in Economics, International Trade, Public Policy, or related
  • Experience (at least 5 years) of the design and implementation of M&E in donor-funded programmes
  • Familiarity with donor funded programs and the M&E policies
  • Practical experience in designing tools and strategies for project tracking, data collection and analysis; expertise in quantitative and qualitative data collection methods
  • Ideally, familiarity with donor-funded trade programmes
  • Strong oral and written communication skills in English
  • Ability to travel to Alliance project countries for short-term missions
  • Proactive, self-starting, with a positive and constructive attitude towards getting things done
  • Sensitivity and responsiveness to differing viewpoints, ensuring respectful relations with colleagues and partners
  • Management consultancy experience an asset
  • Flexibility to respond to changing requirements
